Dear Friends and Partners,

Greetings! On behalf of the Brevard Family Partnership board of directors and executive leadership team, I am writing to inform you of some current and impending changes occurring within our agency. These are intended to functionally align the organization, streamline processes, provide cross training and succession planning, and modernize agency practices and processes.

On July 1, 2014 Debbie Davidson Cook transitioned from her role as Chief Compliance Officer to Senior Executive of Compliance, providing leadership over contracts and compliance, training, quality assurance, legal, and data and utilization management. The focus and goal of the Compliance Department is on client outcomes and performance measures for our System of Care. The department assists the agency in ensuring the delivery of quality services to children and families by engaging its contractors and clients in the process to improve client outcomes. It also ensures that BFP and its contractors operate in accordance with all DCF guidelines, and monitors best practices and performance measures through contract monitoring, quality assurance activities, utilization management of services, client relations, training, and accreditation activities.

Effective August 11, 2014 Jim Carlson will transition from his role as Chief Operations Officer to serve as the Senior Executive of Administration, providing oversight and leadership to our Finance, Communications, IT, Development, and Human Resources departments.

And, effective August 11, 2014 Valerie Holmes will transition from her role as Executive Director of Brevard C.A.R.E.S. to Senior Executive of Programs. Valerie will provide leadership for our full Child Welfare continuum of services, from entry to exit. This includes our prevention and diversion programs, with adherence to Wraparound model fidelity, youth placements, adoptions and aftercare, and court activities and clinical services.

Additionally, several staff will assume new titles and roles.

Ashley Carraro, Director of Clinical Services – Formerly the director of Child and Family Services since 2006, Ashley provided leadership and oversight of the Intake and Placement Division.  In her new role, she is responsible for clinical oversight and support of our case management agency, IMPOWER, Brevard C.A.R.E.S. and our provider network. She is the Behavioral Health Coordinator for the Sunshine Health Child Welfare Specialty Plan and a liaison with the five other HMOs contracted to provide insurance coverage for children in out-of-home care. In addition, Ashley will supervise our Nurse Care Manager who will provide service coordination for dependent children. A Licensed Clinical Social Worker, Ashley holds a Bachelor of Social Work degree from the University of Central Florida and Master of Social Work from Florida State University.

Amy Moseley, Director of Contracts & Compliance – Amy has worked for BFP since its inception. Her attention to detail ensures that our partners and providers maintain fidelity to their contracts and meet performance measures. Amy will manage the BFP Quality Assurance Team, which is responsible for oversight of subcontracts, monitoring, QA and training. Her direct reports include: Hilary Farnum, Senior QA Coordinator; Chris Goncalo, Compliance Specialist; and Lynn Hendren, Training Specialist.

Debbie Dorfman, Director of Utilization Management – Debbie has been with Brevard Family Partnership for nine years and has been working in the area of child welfare for 16. She deals directly with providers and case management staff as the single point of contact for Mindshare issues. Debbie is responsible for ensuring that we use substance abuse and mental health funds for children appropriately, as well as maintaining documentation that is required for audits.

LaChrista Jones, Director of Child and Family Services – LaChrista began her career in child welfare services in 1999 with the Florida Department of Children and Families and has been with Brevard Family Partnership since inception. She has served as a Care Coordinator as well as Child and Family Program Manager. As the Director of Child and Family Services, LaChrista will continue her current area of oversight, which includes Adoptions, Foster Homes and Licensing, and will also oversee Intake and Placement, FSFN Child Payments, and ICPC. LaChrista holds a Master’s Degree in Management and Leadership, a Bachelor’s of Arts Degree in Organizational Management, and is a Certified Child Welfare Case Manager Supervisor.

Colleen Fleming, Director of Child Welfare – Colleen has more than 13 years’ experience in the local social services field. Her experience includes managing BFP’s South Care Center for the last nine years. She has also supervised a foster care unit and was a protective supervision case manager.

Colleen will provide oversight of the delivery of child welfare services and facility management of the Care Centers. She will interface regularly with case management agency staff, DCF Child Protective Investigations, Guardians Ad Litem, Children’s Legal Services, and service providers.

Colleen holds a child welfare certification through The Florida Certification Board as a Child Welfare Supervisor.  She is a trainer of the Florida Safety Decision Making Methodology and is a DCF certified QA Reviewer. She earned her Bachelor’s Degree in Criminology from Indiana University of Pennsylvania.

And if you haven’t yet met our new staff attorney, let me introduce you to Patrice Grier. Patrice represents Brevard Family Partnership in all legal matters. She is responsible for handling day-to-day legal affairs of the agency which may include coordinating litigation, legal research, and providing legal advice and training to the staff of BFP, Brevard C.A.R.E.S., and The National Center for Innovation and Excellence. Patrice’s responsibilities also include understanding and resolving problems that may affect child welfare services, instituting measures to prevent future litigation, monitoring compliance with the law, and assisting families with the legal process for adoptions.
